Genesis, i. 21-2, 28:

...And God saw that it was good. And He blessed them, saying: Grow (increase in numbers) and multiply.

And God blessed them and said: Grow and multiply, and fill the earth, and subject it [to yourselves], and dominate the fish of the sea and the birds in the skies, and all living things that move on the earth.

The blessing and its divine grant to (initially) Man of the world's contents (? for their own use) is repeated in Genesis, viii. 17; ix. 1, 7; xvii. 6; xxviii. 3.
